Some of the Contents files (but not all) have a plain text header in them with documentation explaining how to use the files. It isn't very useful to include plain text documentation inside files that are machine-readable. Such documentation should appear in the doc/ directory instead if it is to be documented within the repo itself. Removing the header might make #676642 in apt-file easier to fix.
