Nope, the amd64 package has been built on Debian Stable instead of Debian Unstable and then uploaded to Debian Unstable anyways. See https://packages.debian.org/search?keywords=libgnutls-deb0-28 (arm64 from debports doesn't count anymore, it's already in Debian proper for multiple years.) Nevertheless, this is definitely a serious issue and tigervnc on amd64 needs to be rebuilt in a clean chroot, e.g. by requesting a BinNMU for it. (Which the maintainer of the package should do. Without that, the package won't migrate to testing.
