Package: cacti
Version: 0.8.6h-2

I did not have mysql-server installed and when I tried to install cacti, it failed: The preconfigure part asked me for an admin password and a user password for the mysql database. It tried to connect and failed.
Here's the transcript:

I suggest that cacti should depend on mysql-server.

I'm using Debian sid with kernel 2.6.15 on armv5tel .
