This is an ifupdown issue which Thomas Hood explained.

hotplug does not detect anything, it just acts on kernel events.
If the kernel reports that the interface is going down, it's probably
because it is.

It has been suggested that this can be worked around by modifying
net.agent, but I cannot ship such a patch in the default configuration
because vpn0 is just a name you made up and not something specific to
this situation.

I think that this bug should be reassigned either to openvpn or
ifupdown, if you can verify that it's still valid (please let us know).
