/usr/share/texmf is a directory where all TeX-related packages, except the base packages teTeX and TeXLive, install their TeX input files. Installing copyright files outside /usr/share/doc/<package> is a bug in any case, but installing it *here* is extremely misleading, and therefore an important bug at least.
