As you can see here, there is no package containing that file: https://packages.debian.org/search?suite=stretch&arch=any&mode=exactfilename&searchon=contents&keywords=%2Fusr%2Fshare%2Ftexmf%2Ftex%2Flatex%2Ffpc-3.0.0%2Flistings.sty We fixed this in June of this year.
