Hallo,

based on 
http://www.redmine.org/projects/redmine/wiki/HowTo_Automate_repository_creation
u can setup a cron to do the job

the ruby file used is /usr/share/redmine/extra/svn/reposman.rb
which is present in the this package,
but it needs activeresource from ruby to function, 
a package that is only present in debian wheezy for the moment;
suggestion: add again to the debian repo.

this packages still seems actively maintained

workaround:
$gem install activeresource
