Hi there,

as the title says, it should be possible to reopen bugs by uploading a
package which has a (reopen: #xyz) stanza in its debian/changelog
file, just like it is possible to close one by adding a (closes:
#xyz) stanza.

Possible use-case: Re-upload of an old version of a font, which has
been requested in the one bug because of rendering issues, will reopen
the bug that has been closed earlier by uploading the new version,
e.g.:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=835273
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=699322
