This way, ntpd will always end up with three time sources to choose from; this will improve the accuracy of ntpd for users who use the default configuration. Comments in the config could encourage the user to narrow the server selection to {0,1,2}.$zone.pool.ntp.org, where $zone is chosen from <http://www.pool.ntp.org/zone>.
