This transition is complicated by being intertwined with the openmpi
transition.
The getfem++ & petsc build dependencies cannot be installed until
scalapack is rebuilt with openmpi 2.0, unfortunately scalapack FTBFS due
to test failures (#837062) which need to be resolved first.
And the slepc build dependencies cannot be installed until petsc is
rebuilt with openmpi.
pysparse (1.1-2) FTBFS due to an incompatibility with superlu 5.2.1:

This was already reported in #836677, whose severity has now been
increased to serious.
