Fix pgpring reporting of DSA and Elgamal key lengths. (closes #3867)
Patch provided by Guilhem Moulin from an original idea of Fabrizio
Tarizzo.
The key length is always the length of the first MPI for RSA, DSA, and
Elgamal.
