I tried it just now with version 1.6.2-1, and 'j' (or 'k', I forget which)
correctly showed new mail.

With version 1.5.21-5ubuntu2.2 on Ubuntu 12.04.5 LTS, 'j' or 'k' or '.'
doesn't find new mail (even though it's there), and '$' reports
"Mailbox is unchanged".  If I read a message and then return to the
Index page then mutt finds the new mail.  (I admit that Ubuntu is not
exactly Debian; I'm just offering this for comparison.)

So I think you can close the bug.  Thanks for looking into this.
