I noticed it because of:

While the bug was still unfixed, Britney had no trouble finding
it and adding it to the excuses list. OTOH, DMD / DDPO / tracker
didn't see it, because they rely on the BTS source package based
listing.

Note though: we did upload open-iscsi to experimental not too long
ago, and it passed binNEW because we added an additional binary
package 'iscsiuio' (that the BTS now correctly identifies with the
source package, see [1]). The next upload was then to sid, also
incorporating the experimental changes. The 'open-iscsi-udeb'
package has always been built from src:open-iscsi though - in all
suits.
