To whom it may concern,

The NOAA weather feed URL has changed, rendering the Weather plugin currently 
unusable.
As far as I can tell, xmobar 0.24-1 still has the old URL.

This issue has been patched upstream:
  https://github.com/jaor/xmobar/commit/69c40e8cebed65d1ea92c7ac9569fa15bb8a585c
