The current mailing list has gone unmaintained and depends on uncertain third-party resources.
Regardless, moving to using a mailing list hosted on Debian project infrastructure would benefit from centralized resources (and its administration). The increased exposure this would bring for new local users and devs (and aspiring devs) in Colombia will also help bringing them together.
This would also mean adhering to the DSC which is easier to achieve when it's part of requirements of using Debian project resources.
