I was looking at #685716 (~2012) and it's similar to the old upstream issue 
#103 http://cmrg.fifthhorseman.net/ticket/103 (2009!).

Looking at 0.36 I see:

  /usr/share/debirf/modules/network
which sets up /etc/systemd/network/dhcp.network to match e* and use dhcp, 
but doesn't enable anything to come up by default

and

  /usr/share/debirf/modules/network-dhcp
which sets up /etc/network/interfaces to use dhcp for just eth0 and sets it 
to auto to come up automatically.

The 0.36 rescue and minimal example profiles use network, xkiosk uses 
network-dhcp(which I guess makes sense).

It would still be nice to have a way to specify on the kernel cmdline what 
to do. But also for some profiles (like xkiosk) it would be good to have 
them default to something that is specified at build time (possibly in 
debirf.conf rather than needing to make a custom module).
