But I see that in the ones built by buildds, it is missing.  Did
dh_installinit suddenly become a no-op, and no one told me?

I have made almost no packaging changes since 0.87.1, and none that
affect either debian/rules or how the init script gets built.  On
0.87.1, all the buildds managed to install an init script.  Now,
apparently none have.

WTF is going on?
