The manual has now been converted to texinfo format, so it is found in <apcupsd>/doc/texi. To build it simply cd to that directory and type "make". If you have the texinfo tools loaded (including TeX), you will get the manual -- see the Makefile for details. Note, TeX generates a good number of warning messages, which you can ignore.
