I agree that the behavior you mention smells like a bug, as it breaks the usual interface for most Perl modules. The author has been notified of this (both via Dirk's direct mail and by the CPAN RT bug 14278 [1])... There might be code (I am sure there is) depending on the current behavior. This behavior should at least be documented - I'll work on that. The bug itself won't be fixed (by me), so I'm tagging this as wontfix.
