This seems to have been a (now fixed) bug in zenity, not debmany:

* I can no more reproduce this issue.
* There is a zenity bug related to reporting items twice, pipe
  delimited: https://bugs.debian.org/717053
* The bug was found in 3.8.0-1 and fixed in 3.12.1-1. Your reported
  version is inbetween:
