Dear maintainer,

The maint-guide currently recommends using a urgency=low setting in the
changelog entry for a new upload.  However, the release team say that
urgency=medium should be used unless there is a particular reason for
the testing transition to be delayed.[1]

I believe that dch's default was changed from low to medium since that
part of the maint-guide was written.  Please consider updating the
maint-guide to recommend the current default, urgency=medium.
Alternatively, you could add a justification for the use of urgency=low.
