If you click on "Instant Client for Linux x86-64" (2 lines above) you get to http://www.oracle.com/technetwork/topics/linuxx86-64soft-092277.html which mentions "oracle-instantclient12.1-basic-12.1.0.2.0-1.x86_64.rpm" and other RPMs. (I agree that the documentation in the package could be improved a bit.)
