init-system-helpers has a Lintian override with non-ASCII UTF-8
characters:
$ isutf8 /usr/share/lintian/overrides/init-system-helpers && echo yes

$ head -n2 /usr/share/lintian/overrides/init-system-helpers

Lintian turns these characters into question marks:
