Hi,

it would be a useful feature if git-buildpackage would check the
modified debian/changelog file after a run of 'gbp dch -some-option ...'
to ensure the created file is UTF-8 encoded.

Especially on greater packages where a built is taking some more time
it's annoying to do all again as lintian was complaining about a wrong
encoded changelog file.
autopkgtest (< 4.0.2-1) is failing on not UTF-8 encoded hardly without a
useful message and a otherwise succesful build with pbuilder is
breaking. autopkgtest is fixed in between times.
