I think the actual options here are to rename liblz4-tool to lz4, making
the former a transitional package which could be dropped later, or at
least to add "Provides: lz4" to liblz4-tool.
The current situation is really rather unfortunate, I had to resort to
"apt-file search bin/lz4" to find out where the program is located. :-(
