Hi,

I was running --refresh-keys, I pressed ^C, I tried to start it
again, and I get:
gpg: signal Interrupt caught ... exiting

kurt@intrepid:~$ gpg2 --refresh-keys
gpg: keybox '/home/kurt/.gnupg/pubring.kbx' created

And of course my pubring.gpg didn't exist anymore.

I've had this happen to me several times (with gnupg 1.x too) over
the years, and it's of course not reproducable.  In this case I
still had a .tmp file I could restore from.
