Bugs for puppet and lbcd have been filed [1] and are either fixed or pending
The remaining packages bum, rcconf and sysv-rc-conf are runlevel
editors, so would need to be checked carefully if they actually support
alternative -rc implementations.

As for initscripts and sysvinit-core: Those currently have
Depends: sysv-rc | file-rc

We'll need to update that list and include openrc as alternative.
I'd be fine with NMUing src:sysvinit to make that change.
