Dear Maintainer,

When using pyroute2 i observed that wait_ip is broken for IPv6.

    pyroute2.IPDB().interfaces.eth0.wait_ip('2001:db8::',
                                             mask=64, timeout=3)
    # returns True and did not wait
    # but there is no ip in this subnet configured)

I went upstream and the author Peter Saveliev fixed it in his master
and 0.3.x branch.  So please update at least to HEAD of branch 0.3.x
