Hi Chris,

I am confused about what is fixed in ronn right now. The
ruby-ronn/0.7.3-4 uses locale-agnostic for date output. But for
timestamp, we still need to use --date to specific it because
SOURCE_DATE_EPOCH is not supported by ruby-ronn/0.7.3-4, is that
correct?
