This may seem as a sort of comeback of bug #459344, but it's slightly different. However, the underlying issue is basically the same: if the cron daily job is supposed to do nothing, then it should behave exactly as /bin/true . OK, let's start from the beginning. I haven't touched any configuration setting related to the periodic apt cron job, hence I assume /etc/cron.daily/apt-compat should do nothing on my system. Well, that does not appear to be the case. On systems that do *not* use systemd (such as the one where I experience the issue I am reporting), /etc/cron.daily/apt-compat *first* waits for a random time interval (up to 1800 s = 30 min), and *then* executes /usr/lib/apt/apt.systemd.daily . If the latter is supposed to do nothing, the apt-compat script has wasted time and has delayed the execution of *all* the remaining cron jobs for *no* good reason! As I said in bug #459344, if /etc/cron.daily/apt-compat is supposed to do nothing, then it should behave exactly as /bin/true . Instead, it now behaves as "sleep $SOME_TIME ; /bin/true" on systems that do *not* use systemd. I think this is a bug and should be fixed: /etc/cron.daily/apt-compat should check the various configuration settings and, if it figures out that /usr/lib/apt/apt.systemd.daily will do nothing, then it should exit immediately, without waiting any random time interval. Another possible approach is to not use "sleep", but schedule the execution of /usr/lib/apt/apt.systemd.daily with at "now + $TIME minutes" where $TIME is a random integer between 1 and 30. If this strategy is followed, package apt should recommend package at and test for the availability of the at executable (test -x /usr/bin/at) and fall back to the other strategy, in case at is not present... I hope I haven't misunderstood anything. If this is the case, then this bug should be reasonably easy to fix. Please address it soon. Thanks for your time.
