The debconf priority on wvdial's configuration is set too high, given that
other packages depend/recommend/suggest wvdial as a "just in case" measure
and can pull it in, even if it's not strictly required on the target system.

Since installers these days tend to set Debconf priority to "high", it might
be appropriate to set your questions to "medium" or "low", so a user can
reconfigure the package with "dpkg-reconfigure", but the "average" user won't
be bugged at all.
