I don't know.  Sparc architecture has been dropped in jessie, maybe
even in wheezy, I don't remember already, and dropped in a way that
it didn't land in ports.debian.org.  Sparc64 hasn't been a release
architecture for a few releases too, but it is still present and
kind of supported in ports.d.o.  You can file a bug against
www.debian.org pseudo-package to sort this out, but this obviously
have nothing to do with debootstrap or qemu.

There are many interpreters registered by qemu.  In there, there are
multiple architectures which has never been supported by debian at
all.  This does not mean there's no need or way to run binaries for
these platrorms.
