orthanc build-depends on initscripts. I don't see any reason why this is necessary -- it builds fine without it and debian/rules does not do anything weird which would need initscripts. This was perhaps meant to be a binary dependency to ensure /lib/init/vars.sh for the init scripts? This isn't necessary (initscripts was practially essential up to jessie and vars.sh moved into the required sysvinit-utils in testing/unstable.
