I think that the extra "debconf" in debian/control is causing the last one,
while the first ones are generated automatically by ${misc:Depends} or similar.

debconf is "Prio: required" so probably it's unneeded in any case, but besides
that the dependency prevents to switch to "cdebconf", which in principle should
be a valid substitute.

So I think that, either way, the explicit dependency can and probably should be
removed from the wireshark-common package definition in debian/control.
