Yes I tried aptitude update.

I guess that you still had 8:6.8.9.9-7+b1 ~2 months later because you
haven't upgraded that one for a while, or similar, and I am not sure
either why aptitude wants to install/reinstall/reprocess/whatever
imagemagick at that version, but if it wants and it's not in the mirrors
(and it won't be by now), this error will be always generated.  The
packages to be installed disappear from below apt/aptitude's feet.

Perhaps the "infinite loop" (problem with imagemagick's installation /
dpkg scripts) has something to do in this case as to why that version is
selected for processing.

Do you have any more info to know why 8:6.8.9.9-7+b1 instead of +b2 is
chosen?  What's the current status of imagemagick?  (e.g. half
configured or something?).


In the meantime, downloading the package and installing it "by hand"
with dpkg or similar is perhaps possible as a workaround.
