In my opinion, creating a package for a single file (with the exception of the Dynamic Modules), is a little overkill to do.
While I can understand that this is something desirable to some, I can see this as an 'extra annoyance' for packaging teams, here and downstream. I'm of the opinion that Michael has - that this is not something done frequently or commonly, and that unless there's a really good driving reason to implement this change, that this is something that can be wontfix. We can reevaluate this in the future, but for now I don't think this is a positive change, no matter how trivial. ------ Thomas
