  a) This is how it's supposed to be, see the release notes [1]

  b) Strictly speaking you don't need _any_ plugin with a particular mail
unless is signed/encrypted _and_ you want to verify or decrypt it.
  
  c) If you want both packages installed go ahead and install them, but
don't prentend everybody does the same by setting dependencies among
packages.

  d) Hints are in release notes, but for some reason yet to investigate
these are currently not included in the package, sorry. (I've already filed
the bug).

  e) Hints on installation are only seen by root, plugins must be loaded by
each user who wants to use them (that's the reason no global configuration
exists). Even in the case user == root, it's not very likely a plugin package
is installed without knowning what does it serve for, so in that case it
would be a bit redundant (and some may found it annoying as it would stop
the upgrade process)

  To summarize, this is not a bug, so I'll close it unless you find better
bases for your request.

  Anyway thanks for submitting, because you have helped me to discover
another bug ;-)
