In the file selector, when a non-ASCII character is typed, its byte
sequence is interpreted as ISO-8859-1, which is incorrect in UTF-8
locales. To reproduce, using UTF-8 locales:

1. Start gv.
2. File -> Open ...
3. Type a non-ASCII character, e.g. é

"é" appears instead of "é". In ISO-8859-1, this corresponds to the
bytes c3 a9, which is the encoding of é in UTF-8.
