I have no opinion if those fields should be added but I don't agree with your concluison above. In my experience it's correct that un(der)-maintained packages usually have old Standars-Versions or debhelper compatibility levels etc. But the opposite is not necessarily true: They are not a reason to upload an otherwise fine package in themselves, so there are enough packages without bug reports or new upstream releases which haven't been touched in a while.
