According to rkt developpers [1]:

rkt takes the systemd-sysusers binary from the host and put it in rkt's
stage1. It does not run it directly on the host. So if the Debian
systemd package was providing the systemd-sysusers binary without
enabling it (e.g. without packaging
/usr/lib/systemd/system/systemd-sysusers.service or
/usr/lib/sysusers.d/*), that would work for rkt.

I don't exactly know why they pick up binary from host instead of
providing it themselves, but, here we are.
