To summarize the situation, the main problem has been fixed upstream
in the following commit:

    Show fullscreen toolbar only when moving the mouse to the top of
    the screen

    When in fullscreen, the toolbar is hidden on the
    top of the screen. Moving the mouse there makes
    the toolbar appears and removing it makes it
    disappear again.

but the current behavior can still be annoying in certain cases, where
one needs to wait for a few seconds before being able to access to the
top of the sidebar. That's why the upstream bug is still open. But I
don't think it is useful to reopen the Debian bug. Debian users should
be able to reach this bug via a search engine, then go to the upstream
bug if need be.
