Moving the mouse there makes the toolbar appears and removing it makes it disappear again. https://bugzilla.gnome.org/show_bug.cgi?id=696643 M shell/ev-window.c but the current behavior can still be annoying in certain cases, where one needs to wait for a few seconds before being able to access to the top of the sidebar. That's why the upstream bug is still open. But I don't think it is useful to reopen the Debian bug.
