It's both, with even another wrong thing: the version.

If you use Package: you are supposed to use a binary name, unless you
prefix that name with 'src:'.  Anyway, I think nowadays the bts has some
mechanism to not fail in situation like these.
Then, this package is still in NEW, and clearly filing bugs for package
not in the archive is not going to work well.
Then, you used a version that is not known to anybody, here you simply
left out the debian revision; doing so makes the version tracking of
the BTS totally useless and confuse other people (maybe not in this
case, but for something more complex where 3rd party might be interested
in bug, definitely will).

I reassigned it correctly, it'll show up in the correct place once the
package clears NEW.

BTW, debomatic doesn't run the build as root...
