Hrmmm.  Okay I loaded Fluxbox in a Sid VM and tried this, and at first I got
exactly the behavior described -- when Mumble was minimized I could find no
way of raising the window again.

I looked through the Fluxbox manpage

   http://fluxbox.sourceforge.net/docs/newdoc.manpage.php

and noticed the "Stick" Window Titlebar setting and decided to try it.
After enabling that, from that moment on regardless of whether "Stick" is
set or not, clicking on the Mumble icon both minimizes + raises the window,
and it's repeatable across reboots.

? I looked through my user's directory in the VM (it's mostly empty) and
found nothing that would explain this.

Anyway "Stick" is something you could try to see if this deals with this
quirk or not.

I'm tempted to rebuild another Debian VM and make a Git repo of the $HOME
directory before-and-after using the "Stick" setting with the Mumble window
to see if I can figure out what's being changed after using the setting.

Side note: even though this is the first time I've tried Fluxbox I find that
I already like it, enough that I've already loaded it on my host system.
