Changes since the last upload:
* d/gbp.conf: no patch numbering with gbp-pq.
* Cherry-pick upstream patch enabling altivec on ppc64. (Closes: #819091)
* d/rules: drop usage of -mno-altivec compile flag with ppc64.
* Drop debug package in favour autogenerated dbgsym packages.
* Bump standards version to 3.9.8, no changes required.
