Bug#823896: vim-dbg package no longer built

vim-dbg is not available in testing.  I suspect somehow this commit
broke it:

I am not using Debian, I just confirmed this bug by searching:
https://packages.debian.org/search?keywords=vim-dbg&searchon=names&suite=testing&section=all

(The bug exists in Ubuntu, so I noticed.)
