It is a bluetooth mouse can you test this ? It's probably different in this case

No, I can't reproduce the problem. I can reproduce a similar problem where all GTK3 apps ignore Xfce's reverse scroll setting, but I can't reproduce a problem where only Evince ignores the setting and all other GTK3 apps work correctly.
