default configuration is unchanged.

works fine if my network interfaces are eth0 and eth1

For anything of: eth4/eth5, net0/net1, eth10/eth11 dnsmasq fails with:

"dnsmasq: failed to find list of interfaces: No such device"

Changing the configuration to explicitely specify interface names does
not help.
