scitools hasn't had a new upload since 2014, and upstream hasn't releases since 2012. Removing scitools from unstable will unblock the removal of python-scientific. python-scientific is incompatible with numpy 1.9 and hasn't seen any upstream activity since 2014. python-scientific is keeping the old netcdf (1:4.1.3-7.2) in unstable which is causing testing migration problems for every new revising since the transition in October 2015.
