I am seeing the same issue trying to do an armhf build of Node.js. It only happens when the chroot is for Debian Sid or Ubuntu Xenial, and the host machine is running Ubuntu Xenial.
Older distro chroots such as Debian Jessie or Ubuntu Trusty build the same sources without error on the same host machine. The error happens using both cowbuilder-dist and pbuilder-dist.
