Unfortunately I still did not receive any useful feedback from anybody, neither 
on Debian GIS mailing list, or any information on where I should submit 
something for review.

If you know what to look at, you may have a look at the launchpad sources at 
opencpn_4.2.0.orig.tar.xz 
<https://launchpad.net/~nohal/+archive/ubuntu/opencpn/+files/opencpn_4.2.0.orig.tar.xz>
 and tell me what they miss to be usable on debian (yes, the stuff present in 
the upstream git tree and not needed to build on linux is stripped from them)
